[FCS-residents] Window Cleaning

There is currently cleaning happening of external windows via ropes. Please
close external windows and consider whether to close blinds (if you have
them) for your privacy.

Hopefully next time window cleaning happens, we can have Horizon send
notice to owners and agents in advance.
